I think it's more friendly to allow new posts that may have duplicate content. On another form people get fairly nasty with did you search the archive questions. Part of that is the people, the other part the rules.

If you are a newbie and find an old topic that you want to add to because it fits right into your current concerns, that's fine! No one will mind, and other newbies may be glad that you did. If you create a "new" topic on an issue that may be "old", no problem. However, you will probably discover that older members will post links to old posts, but that's to give you further info, not to chide you.If you want to be alerted to any responses to a particular topic, click onto "Notify" at the bottom on the right hand side. You'll get an email alert.

I guess the point is the more rules you have the more likely they are violated and that that violation bugs someone.
