That is fine.  You KNOW they speak English.  They just speak Spanish when they don't want you to know what they are saying. 

They are citizens.

 I certainly believe that a lot of immigrants can speak English but revert to Spanish when they are speaking in public in order to hide their nasty remarks. I have a friend who is Hispanic and Blonde as can be. She gets a big kick out of the cracks men make and then she lets them have it!!!

The US is in a transition where we are going to see a lot more native born Hispanics who do not necessarily speak the language, and are 100% American.    The same think is happening with the Indian population (spot, not feather).     Generations ago, when you met an Italian your could assume (s)he was an immigrant who speaks Italian; now most Italian Americans are native born English language only citizens.  In a few generations, "Hispanic" will no longer mean "recent immigrant, quite probably illegal", but just another flavor of American.
