From my understanding on skin color its a form of hyperpigmentation.
Darkening of skin is thought to be caused by the accumulation of middle-molecular-weight substances (urochromes).
While it can occur in any skin tone, people with Asian, Mediterranean or African skins tones are more likely to experience it.

The scaling and peeling of dry skin can be caused by dialysis sucking out the fatty acids from your bloodstream. Your body needs a little bit of oil to keep your skin supple.
A few months after starting dialysis, my skin started drying out too.
I started taking fish oil capsules (1200 mg a day after dialysis), to replenish my omega-3 fatty acids, and the dry skin mostly disappeared.
