If he doesn't need it now, should he go ahead and apply in case he needs it in "x" amount of months?

As with all government agencies everything requires alot of paperwork and time.  It would be best to meet with his social worker and get the paperwork started.  Is he still working?  There is a special social security disability program for ESRD for people on dialysis, so ask for that.

In California, it is a matter of days. When I had a heart attack, my Dr. did not want me to go back to work, as it was highly stressful. I got checks for a year, in addition to my social security, then they cut you off and you have to go on social security disability.

Temporary disability is right away you can get the papers from your employer, fill your part out then your doctor and give back to your employer.  SSD is a 6 month waiting period you can call Social Security and setup a appointment or go to their site and fill out the paper work on line, talk to your social worker at your center or your doctor.
