Crust
2 cups flour
1 cup firmly packed brown sugar
1/2 cup butter
Preheat oven to 350 F. In a bowl, mix all of the above at medium speed 2-3 minutes. It should appear crumbly but stick together when squeezed. Pat firmly into a 9x13 pan.
Topping
1 cup pecan halves
2/3 cup butter
1/2 cup firmly packed brown sugar
1 cup milk chocolate chips
Sprinkle the pecans evenly over the crust.
Caramel: In heavy 1 quart saucepan, combine brown sugar and butter. Cook over medium heat, stirring constantly until entire surface begins to boil. Boil 30-60 seconds, stirring constantly, then pour evenly over crust and pecans.
Bake near the center of the oven for 18-22 minutes or until the caramel is bubbly all over. Remove from the oven and immediately pour the chocolate chips over the entire surface. Allow to sit for 2-3 minutes then swirl the chocolate over the top (a rubber spatula works well for this).
