Baxter fees

What is the story behind Baxter and its charging late fees to the clinics? At various times during the past year, I've been told that I was beyond a deadline for placing an order for solution and that my clinic would be charged a fee? Why is this?
What is even more strange is that I have been told that Baxter needs to get the clinic's approval to be charged the late fee before the order can be placed. If they don't agree, will I be denied my solutions?
How does penalizing the clinic motivate me to follow Baxter policies? Who is responsible for my fate if I can't get my solutions in a timely fashion?
Anyone else have experience or knowledge of this? Please share.

When I first started PD my nurse told be I needed to be on time with my orders or there would be a fine levied against the clinic. I haven't had that happen to me, so I don't know what the process is but it wouldn't surprise me.

I found out from my nurse that the fee is an expedited order charge in case Baxter doesn't get the required two weeks notice. Nevertheless, I still don't understand why it would be charged to the clinic. The clinic has no control over the actions of the patients.

That's important to know. I'll be vigilant in placing my orders on time.
