Below is the message I received from Martha Ruelas regarding your inquiries:
Every transplant center has an exclusionary criteria. Patient need to discuss the turndown reasons with their general nephrologist and whether there is a possibility of having their nephrologists refer to another transplant center for a 2nd opinion. However the patient's insurance company is not obligated to pay for a transplant center outside of their network. UCSF does not take self pay patients without a very high deposit (100k)and they would need to be processed through the Abraham Fahim, the Transplant Service Liaison.

I had a not so good experience with trying to multi-list Jenna at UCSF. They are bogged down just like Los Angeles and their waitlist is just as long. They wanted us to send all Jenna's medical records. Other hospitals took care of it themselves. We never needed a referral either - but UCSF said they wanted it anyway. The coordinator said "Without a referral how would we even know she's qualified to be evaluated?" And I replied... "she's on dialysis.." but it wasn't enough! :rofl;

UCDavis has a shorter wait list than any hospital in the San Francisco Bay area. UCDavies takes high risk candidates as well.
